His Excellency Hamad Al Mazrouei
Chairman of ADGM Academy and Undersecretary of the Abu Dhabi Department of Economic Development
H.E. Hamad Sayah Al Mazrouei is the Chairman of ADGM Academy, the knowledge arm of ADGM. As the Chairman of ADGM Academy, he plays a pivotal role in serving the UAE national agenda of employability. Working closely with financial and digital authorities, the Chairman designed and sits on the steering governance committees, which ensures local human capital needs are aligned with the UAE leadership vision 2030.
H.E. Hamad Sayah Al Mazrouei has been appointed Undersecretary of Abu Dhabi Economic Development Department in June 2025. Previous to his appointment, he was the CEO of ADGM Registration Authority (RA), where he overlooked the development and management of various registration processes for both financial and non-financial services companies and real estate property within ADGM. As part of his responsibilities, His Excellency oversaw the compliance of ADGM-registered firms to its commercial rules and regulations.
A graduate of Business Management from Portland State University, Oregon, USA, he also holds a master’s degree in Business Administration from New York Institute and has successfully attended some advanced technical and leadership programmes from leading international educational institutes.
His Excellency Mohammed Al Sharyani

Mohammed currently heads an elite professional team in the Chairman Executive Office at Abu Dhabi Department of Economic Development and sits on the Executive Leadership Team and operates as Chairman ‘Chief of Staff’.
He is well-rounded and accomplished, a results-driven leader having over 20 years of extensive experience in public sector strategy & execution, with a main focus on economics, policy development, governance and performance. Mohammed has proven ability to bring multiple stakeholders together from both public and private sectors to effectively deliver value contributing significantly to growing the economy.
Mohammed holds an MBA from Abu Dhabi University and a BBA (Majoring in Business Economics and Administration) from University of San Diego, California, USA
Abdulla Al Suwaidi
Chief Support Services Officer at ADGM and Member of the ADGM Academy Board of Directors
Abdulla AlSuwaidi serves as the Chief Support Services Officer at ADGM. Prior to this role, he held various key positions such as Human Capital Director and Procurement Director.
Abdulla brings extensive experience in formulating corporate service strategies and ensuring utmost customer excellence within the support services functions, including Human Capital, Technology Services, Procurement and General Services.
Having previously served as the Human Capital Director at ADGM, Abdulla will use his expertise to contribute to the success of the UAE’s national employability agenda and its various associated programs.
Abdulla is also a board member of ADGM Academy, the knowledge arm of ADGM. As a board member, he brings his expertise to contribute to the UAE’s national agenda of employability and various associated programmes.
During his tenure with ADGM, he has also worked as the Director of Procurement & Contracts wherein he strategised and implemented day-to-day processes while driving new business initiatives in a dynamic environment. With a focus on optimal resource utilisation, his exceptional skills in procurement, and project management led to overseeing procurement and contracts, ensuring compliance, setting goals, and implementing administration plans which in turn also staged his division to be awarded the CIPS award.
An experienced and seasoned senior executive with a track record of strategising, defining, and managing the implementation of corporate services strategies, Abdulla has helped realise significant process-driven and customer-centric philosophy. He has created his professional mark by designing and developing process improvement methodologies which have resulted in gaining a lean and agile environment for organisations he has priorly worked with.
His excellent interpersonal and negotiation skills have helped establish and maintain best professional practices within a changing business environment. His leadership and commitment to excellence make him an asset in driving organisational success.
Abdulla holds a Master’s degree in business administration from Abu Dhabi University.
Mohamed Alhameli
Deputy Director Human Resources Department Abu Dhabi Investment Authority and Member of the ADGM Academy Board of Directors
Mohamed is the Deputy Director of the Human Resources Department in Abu Dhabi Investment Authority (ADIA), one of the largest Sovereign Wealth Funds globally. In this role, he is responsible for managing Human Resources and Corporate Services programs and initiatives.
Digital Transformation and developing Emirati talent at early career stage
are areas among his top priority in his current role. He joined ADIA in 2008 and before transitioning into HR, Mohamed worked as an Investment Manager in the Real Estate and Infrastructure Department, where he managed and invested in portfolios of global real estate assets. Earlier in his career, he worked as an R&D Engineer in the UAE in many Research and Development related projects.
Mohamed graduated with a BSc in Electrical Engineering from George Washington University in Washington DC, USA, and completed his Master of Quality Management from University of Wollongong, in Dubai, UAE. He is also a SHRM SCP accredited and CFA charter holder.
Rajiv Sehgal
Chief Strategy Officer, ADGM and Member of the ADGM Academy Board of Directors
Rajiv Sehgal, in his capacity as the Chief Strategy Officer of ADGM is responsible for development and execution of the overall corporate strategy of ADGM and the monitoring of ADGM’s overall performance against targets.
Prior to joining ADGM, Rajiv was Vice President - Internal Planning and Performance Management at Abu Dhabi National Oil Company (ADNOC) and was responsible for leading the development and execution of the transformation strategy and the performance management framework for Group Finance & Investments.
Rajiv brings over 22 years of hands-on experience in areas of strategy & performance management, corporate governance, business and operational transformation, working with blue chip organizations across varied sectors. Rajiv has in-depth knowledge of the GCC Region having worked in the UAE, Bahrain, Saudi Arabia and Oman on multi-disciplinary projects over the last 20 years with entities such as ADNOC, Abu Dhabi Department of Finance (DOF), Abu Dhabi General Secretariat of the Executive Council (ADGSEC), Ernst & Young (EY), National Bank of Abu Dhabi (NBAD) and Sama Dubai.
Rajiv holds a Masters degree in Business Economics and a Bachelors degree in Commerce from India.
Wai Lum Kwok
Senior Executive Director - Authorisation & Fintech, ADGM and Member of the ADGM Academy Board of Directors
Wai Lum Kwok, CFA, is the Senior Executive Director of Authorisation & Fintech at the Financial Services Regulatory Authority. In his role, Wai Lum is responsible for overseeing the licensing of financial services firms in the banking, insurance, payments and capital markets sector.
With a strong focus on digital transformation, Wai Lum leads ADGM’s regulatory strategy in financial technology and innovation. He has played a pivotal role in shaping the fintech landscape in the UAE, particularly through initiatives such as The Regulatory Sandbox programme. Under his guidance, ADGM’s platform underwent successful digitalization, earing the organization recognition as the most innovative and progressive regulator in the Middle East. Wai Lum also played a key role in formulating the Venture Capital Framework for investment managers, and the Private Financing Framework, both of which aim to enhance access to alternative financing for ventures and SMEs in the private markets. Additionally, he made significant contributions to the development of ADGM’s virtual asset regulatory framework.
Before joining ADGM, Wai Lum served as the Director of Capital Markets Intermediaries at the Monetary Authority of Singapore. Prior to that, he worked as an Assistant Director of Policy at the Singapore Ministry of Sustainability and the Environment, focusing on environmental policies, including climate-related issues.
Wai Lum holds a Master of Engineering degree from Imperial College, London and a Master of Science in Applied Finance from the National University of Singapore.
Mansoor Jaffar
CEO of ADGM Academy & Research Centre
Mansoor Jaffar is a senior executive of ADGM management team and holds a critical lead role in driving ADGM’s knowledge-related strategic initiative.
As the principal lead for ADGM Academy & Research Centre, he is responsible for driving the development, growth, and strategic alignment of ADGM’s Knowledge Hub initiative.
In his current position, Mansoor is instrumental in supporting the UAE’s national agenda of employability and talent development. Collaborating closely with financial educational and digital authorities, he plays a key role in designing bespoke technical solutions and programs focusing on up-skilling, re-skilling, and enhancing employability opportunities.
With over 27 years of experiences in various strategic management roles across public and private organizations, Mansoor brings a wealth of regional and international expertise. His visionary approach and professional expertise have established him as subject expert in disciplines like talent and operations management, organization and business development functionalities.
Prior to joining ADGM, Mansoor held senior positions and made significant contributions in developing sectors like transport, energy, telecommunication, Advisory & management consultancy.
Mansoor also chairs executive leadership committees & presently serves as the Board Secretary for ADGM Academy & Research Centre. A thought leader & public speaker who continues to share his experiences in different regional and international arenas.
