A research paper by ADGM's Registration Authority (Emerging Technologies), Information Security and Academy Research Centre, with Hacken and Abu Dhabi University, coordinated by the ADGM Academy Research Centre.
Frontier AI is transforming faster than traditional regulatory systems can respond. Its evolving capabilities, new deployment contexts and growing interconnection across sectors create risks that cannot be managed through static rules alone. The paper argues that the central challenge is therefore not simply writing rules faster, but building institutions that can continuously detect change, review evidence and adapt through lawful, transparent and proportionate processes.
The proposed framework combines stable primary law with updateable secondary instruments and guidance. Its core components include tiered, risk-based classification; continuous assurance through threat modelling, red teaming and monitoring; regulatory sandboxes that turn experimentation into policy learning; stronger technical capacity within regulatory bodies; and an enforcement architecture with clear supervisory responsibility, due process and independent review.
The paper positions the UAE as a strong environment in which to test this adaptive approach while presenting the model as a policy blueprint whose value must ultimately be demonstrated through implementation.
